In what ways is China's newest population reform an example of another attempt at controlling the demographic make-up of the country?

Excuse me, just china blog something punny here. ha ha ha
Anyways before you proceed to read the rest of this lengthy and boring blog, take a look at this article by the Guardians:
So China is trying to loosen the one-child policy which it has been imposing for the past 40 years. The first thing that came to my mind is the screams of happiness from traditional Chinese families. Something like "挺好! 挺好! we now have a better chance at getting a boy!". 
The loosen of this policy means everything to the aforementioned families. They can deliver more children, which leads to higher chances of getting a boy (probability, go figure). China is doing this perhaps due to these facts:
  • Baby boys carry on family names, hence sustaining the bloodline of the family
  • Baby boys are more capable of carrying more workloads, hence better working productivity and contribute greater to China's economy. (no offense to girls reading this blog though; as if there are any..)
There might be more but they are those the came from the top of my head xD
